About the Presentation

A presentation on the increase in Indigenous participation in construction monitoring, and some practical advice on how to build best practices in terms of working with Indigenous monitors. Recommendations on how monitors can safely and effectively perform their roles and add value to Projects will be discussed.

About the Presenter

Raymond Cardinal is a member of the Sucker Creek First Nation in northern Alberta, and he is Cree and Coast Salish. He received his B.A. from the University of Saskatchewan, and his M.A. from the University of Arizona where he studied under the late Vine Deloria, Jr. Raymond has spent his career working in Indigenous issues, with roles both in First Nations and in industry. He is currently an elected Alberta First Nations representative on the Indigenous Advisory & Monitoring Committee for the TransMountain Expansion Project. In that role, he has served as Chair of the Indigenous Monitoring Sub-Committee. He has co-developed multiple monitoring frameworks with federal and provincial regulators. Raymond has participated in the creation of multiple industry-led monitoring programs.
